Plain water freezes at 32 degrees F, but when sugar, or salt, or other solutes are dissolved in it, the freezing point gets lower. This link says the standard 4:1 solution starts freezing at 26-27 degrees F.
Sugar had a similar effect on boiling point temperature. Food will cook faster in salt and sugar water because it will boil at a higher temperature. Care must be taken when first adding solutes to water because of the vigorous boiling that immediately happens.
