You can pretty much swim around Kenting all year round. You can't swim off the coast anywhere in Taiwan in December. There are beautiful beaches, and it's not cold in the south (actually it's rather warm), but at that time of year there are a lot of winds and difficult water currents - the water is downright dangerous.
