Now the reason behind this is that petrol cars have a electrical spark plug which ignites the fuel during combustion of fuel in the car. So when there is heavy rain, water enters the cylinder causing failure of spark plug , hence stalling the engine.

In older cars the ignition system is not electronic and can cause troubles in wet weather. In a typical heavy rain there is no chance for water to enter the engine but if driven through water that is deeper than maximum wading depth of the car water will enter the engine.
